Alexandre Moustardier
Alexandre Moustardier is Managing partner at ATMOS Avocats (formerly known as Selarl Huglo Lepage et Associés until December 31, 2017). For twenty-five years, Alexandre Moustardier has developed specific expertise in the industrial environment.
Former member of the Paris Bar Council and former member of the National Council of Bars, Alexandre Moustardier is an expert on environmental issues for the National Council of Bars and the Council of Bars and Law Societies of Europe (CCBE).
Alexandre Moustardier initiated the book "Réflexe: contentieux administratif" published by Editions Lextenso under his direction. He is a member of the editorial board of the Bulletin de Droit de l'Environnement Industriel (BDEI) (Wolters Kluwer). Alexandre Moustardier has written numerous publications on environmental law, and is co-author of the Environmental Code (Ed. Lexis Nexis) and the Administrative Justice Code (Ed. Lexis Nexis).

Alexandre Moustardier participates in many operations in classified facilities, energy, waste, polluted soils, urban planning and construction, transportation and urban development, and renewable energy.
In both advisory and litigation matters, he supports his clients, advises them and helps them anticipate their problems upstream (administrative set-up of operations, audits of ICPE or building permit applications, requests for exemptions, relations with the administrations concerned and administrative support, advice on questions of regulatory application, etc.) and downstream (management of administrative litigation, management of civil and criminal proceedings in environmental law, litigation strategies, etc.). In this context, he acts before administrative, civil or criminal courts and in arbitration or mediation.
Alexandre Moustardier is involved in operations, including the cessation of activity, the preparation of the dossier with the engineering offices and the finalization of clean-up operations. With the engineering offices, he also manages the clean-up and rehabilitation processes of sites following historical pollution or an incident or accident.
Working regularly for international groups, Alexandre Moustardier can manage acquisitions or disposals in French and English and participate in both due diligence and the drafting of environmental clauses in contracts related to these operations.
Alexandre Moustardier also participates directly for his clients or with notaries on industrial site divestitures to secure and draft environmental clauses.
He was involved in the 13 years of proceedings with local authorities in the Erika case and is therefore familiar with managing large-scale issues.
