Thibault Mercier provides legal counsel to private and public entities (real estate developers, individuals, local authorities, etc.) on a wide range of urban planning and public law issues.

A lawyer since March 2021, Thibault Mercier joined ATMOS Avocats as an associate in September 2023.

EDUCATION

Thibault Mercier holds a Master II in Public Economic Law (University of Lille) and a Master 1 in General Public Law (University of Lille).

He is also a graduate of the « Ecole de formation professionnelle des avocats du Nord-Ouest » (IXAD, CAPA - 2020).

AREAS OF EXPERTISE

Thibault Mercier gained experience in urban planning law through an internship at the Administrative Court of Lille and his initial collaboration with a law firm in Lille.

He practices in operational and commercial urban planning law, both in litigation (informal appealspetitions and statements of defense, transactional agreements) and consulting.

In this capacity, he assists the law firm's clients in various aspects, including real estate project development and the preparation and auditing of urban planning authorizations (building permits, development permits).
